At the beginning of 2007 the Finnish population was 5.3 million. In 2005 the average life expectancy is 76 years for men and 83 years for women. The health of the Finnish population has significantly improved, but socioeconomic inequality in terms of mortality is increasing. The most important public health problems are circulatory diseases, malignant tumors, musculoskeletal diseases, diabetes and mental health problems. Health problems are obesity, chronic lung disease and diabetes, especially type 2 diabetes. (Vuorenkoski L. 2008)`The foundation of health services is established in the constitution of Finland. According to the Constitution: everyone must be guaranteed by law the right to basic means of subsistence in the event of unemployment, illness and disability, as well as during old age, as well as the birth of a child or the loss of a caregiver. The public authorities guarantee everyone, as provided in more detail by law, adequate social, health and medical services and promote the health of the population.´ (Vuorenkoski L. 2008 )2.1. Healthcare system in Finland There are three different healthcare systems that use public funding: municipal healthcare, private healthcare and occupational healthcare systems. The largest operator is a municipal healthcare provider. Each municipality must offer primary health services in health centers. Finland has 20 hospital districts (excluding Åland), which provide secondary municipal care services. Each municipality must be a member of, financed and managed by a hospital district. (Vuorenkoski L. 2008) The private sector provides approximately 16% of outpatient visits to doctors, 41% of outpatient visits to dentists, and 5% of hospital stays. Consultant Hospitals is the highest level of hospital services. There are four referral hospitals, namely Muhimbili National Hospital which caters to the eastern zone; the Kilimanjaro Christian Medical Center (KCMC) which caters to the northern area, the Bugando Hospital which caters to the western area; and Mbeya Hospital serving the Southern Highlands. Treatment abroad depends on foreign currency position. Some patients have to be sent for treatment abroad if facilities and equipment are not available in the country.
