The Global War on Terror has combined the definitions of both into one simply preventative category. The United States has the luxury of being separated from most conflict areas by two oceans. This reduces the chances of a large-scale attack by another world power simply based on the logistical need to have a successful invasion on American soil. However, the introduction of rogue states has led the United States to remain in a perpetual struggle against specific threats simmering in other regions and states. The United States must maintain a constant preemptive posture and remain offensively engaged against these targets around the world. Continuous operations around the world are both preventative and preventative in nature, causing our vision of a just war to continually evolve and further facilitate military action where required in a manner acceptable to the world.
