I think this ties back to the Dandy Lion series in that people are hooked on stereotypes of what people look like and how they dress that sometimes we can get across the idea that this can be a person's true self and true expression of themselves. I also noticed that in these issues he provides information about himself that also allows the viewer to think about him in a different light. Regarding the composition, I could see this being in the Dandy Lion series, it would fit well as it has direct eye contact with the viewer, its dress, playful balance and masculine quality that characterize it.
