Anton Powell reveals in his text: 'Athens and Sparta' that Lycurgus made the men dine together to keep an eye on them and keep them under control: "In his constitution of the Spartans, Xenophon writes that Lycurgus arranged for the Spartans to dine communally, where they could be easily observed, because he knew that when people are at home they behave in the most relaxed manner. Given that standards of public morality in Sparta were stringent, we might still have expected to find an unusually large percentage of life spent under public supervision. (232) The quote reveals the fact that it was necessary for the men to all dine together and shows how the government did not trust its citizens to stand alone
