Power is one of the key terms to change the political and social destiny of people within a specific territory. A different use of power can clearly lead to the failure or success of citizens in society. Corruption has been recognized as a major obstacle to “good governance and the rule of law and as an obstacle to sustainable economic growth, led by the private sector” (Basar, Eray. p. 4). According to Transparency International, one of the definitions used for corruption is "abuse of entrusted power for private gain", so the Asian Development Bank describes corruption as "behavior in which officials improperly and illegally enrich themselves and/or those to their neighbors” (p.4). With the establishment of the new regime in the last 12 years, land grabbing has become a major source of saving vast wealth and creating a protected illegal trade for powerful social figures and policies According to a parliamentary commission investigation, 1,290,000 acres were confiscated, mainly for the purpose of building 350 residential towns, of which 256 were legally built.
