There is public involvement, but the internalized structure has resisted community involvement in the process. Individual officials could be involved with the public at the community level rather than at the general public level. The model derived its authority from public consensus, cooperation and accountability. So, they needed the public to stay in power, not the federal government, unlike the RCMP. The RCMP's eventual evolution towards the community policing model would be the most favorable. It allowed members to get involved with local people and effectively held them accountable at the municipal and provincial levels
