The way to acquire these new principalities is through luck or force. Machiavelli states that a principality acquired and accustomed to being under its own government, should continue to be under its own government. “…let them continue to live according to their own laws, get paid, and create an administrative and political elite there that will remain loyal to you” (17). These people will still feel under their dominion, but will be loyal to the prince. Machiavelli states that it is easier to maintain control of a principality acquired by force than one acquired by fortune. Rulers who acquire these principalities fortunately remain dependent on whoever they received the principality from. The ruler of such a principality will not know how to control and maintain his power. The sovereign will not have his own troops who are loyal to him and willing to do so
