Since Hong Kong's transition from a British colony to a special administrative region of China in 1997, Hong Kong has suffered from a series of political turmoil in which the found great difficulty in exerting public support for his government while failing to build a cooperative relationship with the legislature. The existing political system is highly criticized by society for its outdated design which fails to meet the growing demand from the public and achieve constructive progress in Hong Kong's political development. In the paper, explanations for the incompetence of Hong Kong's chief executive officers (CEs) will focus under the umbrella of the lack of legitimacy and institutional weakness that pose obstacles to the CEs in their governance, as well as providing suggestions to improve their performance. the executive is defined as the central policy-making mechanism (Li, 2012). In Hong Kong, the structure of the executive is clearly established in the Basic Law (1990) that it is led by the CE who follows the governing ideology of the executive-led system. The CE is supported by a group of key officials responsible for formulating policies and supervising the offices and departments for which they are responsible, while a large group of civil servants are responsible for enforcing and implementing policies approved by their superiors.
